Cream softened butter in a bowl until smooth. Mix in sweetened condensed milk until well combined. Add flour and baking powder, mixing to form a soft dough.

Roll small amounts of dough into balls and place them on the baking sheet.

Bake for 10-12 minutes until just turning golden. Let cool slightly, then dust with confectioner’s sugar.
